The mini-suites are a little bigger, but you will not notice the difference really. As far a perks, a mini-suite is not considered a suite, so there are no added benefits. If you are looking for getting a mini-suite, get a spa mini-suite so that you get free access to the spa. I had one of these when I cruised earlier this year, and because the first two days were cool, it was nice to have access to the spa because there is a pool in there as well as other things.

The main difference between the 2 categories would be the size. Normally the mini suites would have ore square footage than a balcony cabin.
The mini-suites are similar to balcony staterooms except for the fact that the rooms are slightly larger. Mini-suite guests don't have any of the perks of the suites.

The basic difference is that the mini-suites are larger in square footage than balcony staterooms. Amenities and room layout are essentially the same.
