Again as said by others no on both questions however, if you have any inkling that you may want to do an excursion book it on board the ship. Though on shore they may have excursions for as low as $8-$10 (excursions you would pay at least $80 for on the ship) they will tell you NEVER book outside your ship. If a Norwegian booked excursion goes late, no matter how late they will hold the boat until those passengers return. However if you decide to save the $70 you'll end up paying airline fees to meet your boat as well and hundreds of dollars of re-entry fees per person, if something should happen and that tour runs late. So again if you decide there is a Shore Excursions desk Deck 7 in the Crystal Atrium and they are open all the time and can book you an excursion the day before you reach said port. Also go to the presentation at the beginning of your cruise about excursions. Sorry for the sales pitch but you are going top hear that a lot.

Absolutely not. Just make sure you are back in time. You can find your own transportation most of the time right outside the dock. Practice caution especially if you are not familiar of the surrounding. Do your research. Good idea to have some $, credit card , ID and your key card. You can Google the port information in advance - what will we do without internet!

You can leave the ship at any port of call, however you must have your ship's cruise card on you in order to get past security at the port to return to the ship. Also if your country of citizenship requires that you have a visa or other entry document you should have those in your possession as well.

Everyone is free to get on and off the ship as much as you want up till departure time. There will be an all aboard time posted, usually 30 minutes before departure, don't miss the ship.

nope there is not requirement to have an excursion to leave the ship in port. There is no charge to leave. Just make sure you are back onboard in time for departure!

Not at all, you are free to enter and leave the ship as often as you would like, and you are free to explore on your own. While the ship excursions are usually great experience, they are not required to leave the ship.
