If you want you can print the luggage tags at 30 days prior to your cruise if the cabin is not yet assigned, once you know your cabin number you can just write it on the tags.

Generally speaking you will get your room assignment anywhere from 14 - 30 days prior to your cruise; it could be as late as check in time. Even if your luggage tags are not ready prior to your leaving for your cruise, you can ask the porters at the pier to look up your room assignment and they will provide luggage tags for you right at the pier so there is no need to worry about that.
